IntroductionOver the past 5 years the cosmetic industry has witnessed numerous attempts by special interest groups to influence legislators in introducing new federal and state cosmetic regulations. While past efforts advocating for our industry regarding new federal laws have been successful, our lack of coordinated efforts has failed to help small cosmetic businesses in several states such as Florida, Washington and California. It is expected new federal bills will be introduced soon. |

Draft BillsWhen legislators are sponsoring a bill they often first create a draft bill. Draft bills are circulated so that those in the industry can review the language and make suggested changes. This is the easiest and most ideal time to have your voice heard and institute change in bill language. |

Introduced BillsA bill is a proposed law under consideration by the House of Representatives or the Senate. A bill does not become law until it is passed by Congress (both the House and Senate). It must then be approved and signed into law by the President of the United States. Once a bill has been enacted into law, it is called an act or a statute. |

Legislative & Public HearingsAll bills introduced into Congress are assigned at least one comittee. Committees are expected to hold legislative hearings on measures or policy issues that may become public law. Hearings provide a forum where facts and opinions can be presented from witnesses with varied backgrounds, including Members of Congress and other government officials, interest groups, and academics, as well as citizens likely to be directly or indirectly affected by the proposal. |

Recalls, Market Withdrawals, & Safety Alerts (cosmetics only)The FDA works with industry and state partners to publish press releases and other public notices about recalls that may potentially present a significant or serious risk to the consumer or user of the product. |
